From 13 to 27 April 2025, the Institute of Information Technology in Civil Engineering (IIC) – Hanoi University of Civil Engineering delivered a BIM Manager course for the Nam Dinh Provincial Construction Quality Inspection Centre. The course comprised 20 hours and was held at the Centre's office in Nam Dinh City.
For an inspection body, the central requirement in approaching BIM is not producing models but reviewing models produced by other parties. As public investment projects progressively adopt BIM, the documents submitted to inspection bodies will include models in addition to drawings. Inspection staff therefore need to be able to open, use and assess these models.

Training programme content
The programme was based on the syllabus of the Institute's BIM Manager course, with a focus on the topics most relevant to inspection and review work:
- BIM foundations and implementation planning. An overview of BIM, the role of each party on a project, and the legal framework and BIM standards in Vietnam.
- Model quality assessment. Opening and using multi-discipline models, checking coordinate systems, and assessing the completeness of elements and of the information attached to each element.
- Quantity and drawing control. Extracting quantities from the model, reconciling them with the bill of quantities and the cost estimate, and checking consistency between 2D drawings and the 3D model. This falls within the scope commonly referred to as BIM 5D, in which quantities and cost are linked to the model.
- Common data environment. Folder structures, permissions and naming rules that allow model records to be stored and retrieved systematically.
- Approval workflows and issue management. The workflow for submitting and approving models and drawings; recording and tracking the issues identified.
- 3D coordination and clash control. Preparing a clash matrix, federating models and detecting clashes between disciplines.
Model review in inspection practice
The work of an inspection centre is closely associated with a project's quality records, including the as-built records. On this basis, the course guided participants in approaching a model from the perspective of a reviewer. The points to be examined include consistency between model elements and the drawings, the source of quantity data, and any missing information. For example, a door selected in the 3D model must appear at the correct position and size on the plan. Any inconsistency should be recorded as an error.
