Construction economics students face a paradox. The degree sits exactly where the market is short of people: estimating, quantity surveying, tendering, final accounts. Yet new graduates are routinely turned down with the same phrase: "not able to do the work yet". So the question of what construction economics students should learn beyond the syllabus is the right one. And it should be asked in second year, not in the final one.
This article is written from the point of view of someone who teaches estimating and quantity surveying, and who also helps companies recruit and train their cost staff. It answers four questions. Where exactly is the gap between the lecture hall and the office? Which four skills do employers test first? What should you add each year? And where do construction economics graduates actually work?
Where the gap between the lecture hall and the office lies
The construction economics curriculum is broad and correct: microeconomics and macroeconomics, investment economics, cost norms, estimating, tendering, contracts, project management. The problem is not the content. The problem is the amount of practice. In class, students learn the principles of estimating through a few exercises on simple drawings. In an office, the first task is a full quantity take-off of a real building, several hundred sheets of drawings, where the architectural and structural sets do not necessarily agree.
Graduates of this degree who come to the Institute for quantity take-off, estimating and QS courses describe three specific gaps.
- Reading drawings. Construction economics students get less technical drawing and structures than civil engineering students. But estimating and QS work demands reading structural drawings quickly and correctly. This is the widest gap, and the least discussed.
- Regulations change faster than textbooks. From 1 July 2026 the cost regulations were almost entirely replaced: Decree 206/2026 on cost management, Decree 210/2026 on contracts, Circulars 36 and 37/2026 on the methods for determining costs and norms. The cost norms changed too: Circular 38/2026/TT-BXD replaces Circular 12/2021. Textbooks usually lag by a few years. The result is students who know the right principles and the wrong forms.
- Software and real files. Estimating software, advanced Excel, AutoCAD for measuring on drawings, and increasingly reading a BIM model. These are what an office uses every day. In class they are usually introduced at familiarisation level.
The good news is that all three gaps close in three to six months. The condition: learn the right things, in the right order.
The four skills employers test first
When hiring a new cost estimator, quantity surveyor or tendering engineer, the companies the Institute works with almost always test these four things. And in this order.
1. Read a drawing and take off the quantities. The most common test: one structural floor plan, and 30 to 60 minutes to take off the concrete and rebar of a few members. Whoever gets it right, with a traceable calculation, passes the first round. What is quantity take-off? Seven mistakes beginners make lists exactly the errors the marker is waiting for. Students who are weak here usually catch up with the drawing reading course before touching estimating.
2. Produce a complete cost estimate under the current regulations. Not answer theory questions about indirect costs. Take a quantity sheet, look up the norms, apply the rates, and produce the cost summary in the official format. This is the core skill of the profession. The degree lays the foundation, but does not give enough practice.
3. Excel at a working level. Lookup functions, pivot summaries, cross-checks, conditional formatting, files of thousands of rows. Estimators and quantity surveyors use Excel more than every other package combined. It is also the skill most underrated while still at university.
4. A basic grasp of contracts and payment files. Tell a lump-sum contract from a unit-price one. Know what an interim payment file contains. Know what an advance payment and its recovery are. For a QS position at a contractor, this question can come in the very first interview. What does a construction final-account file contain? is enough material to answer it.
And the things that are not asked first, however much students worry about them: memorised norms (nobody memorises them), knowing many software packages (a company teaches its own in a few days), and grades (looked at only after you have passed the test).
Which software to learn, and in which year
To the question "which software should construction economics students learn", the best answer is not a list of software. It is a year-by-year path, in which software comes after the fundamentals.

Three notes on the table.
Drawing reading must be finished before year three. Everything after it depends on it. Construction economics students who are not confident here should catch up immediately. Year three is the decisive year. That is when you have enough foundation to produce a real estimate, and that estimate is the product you take to interviews. Final year is for choosing a direction. Those heading for QS work at a contractor add the 13-session quantity surveyor course for contracts, tendering and final accounts. Whichever direction, you need a sample file you produced yourself.
Where construction economics graduates work
This is the question final-year students ask most, and the answer is shorter than most expect. There are four main directions.
Cost estimator at a design consultancy or a cost consultancy. The core work is taking off quantities from drawings and producing the estimate and the total investment cost. The product is an estimate for the client to approve.
Quantity surveyor at a contractor. The core work is managing quantities and cost throughout construction: measured quantities, interim payment files, variations, the final account. What is a quantity surveyor? describes the job stage by stage, with a table of salary multiples by experience.
Tendering engineer at a contractor, or a tendering officer on the client side. The core work is preparing bid documents and the bid price, or evaluating bids.
Checker or auditor at a project management unit, a finance authority, or a construction audit firm. The core work is reviewing other people's estimates and final-account files.
On pay, starting salaries move with the year and the region, so check current job listings. What changes little is the structure: QS roles at large contractors and on foreign-funded projects pay above the market, and the steepest rise comes at the point where you can produce interim payment and final-account files on your own.
Three things the Institute's estimating lecturers tell students on this degree
In every course that has construction economics students, we repeat three things.
Do not throw away your advantage. You understand cost, contracts and tendering from the ground up, which civil engineering students do not. But that advantage only counts if your drawing reading is no weaker than theirs. Learn to read drawings well enough to take off quantities, and then your advantage starts to work.
Have a real estimate before you send your first application. An estimate you produced yourself from real drawings, with every line explained, is more convincing than any certificate or grade. A recruiter looks at it and knows whether you can do the work.
Learn one estimating package properly, not three. Learn one to the point of producing a complete file. If a company uses another, you switch in a few sessions, because looking up norms, applying rates and exporting the summary work the same way in all of them.
If the answer to "what should construction economics students learn" had to fit in one line: learn to read drawings well enough to take off quantities, then produce one complete estimate under the new regulations. Excel and contracts come after. In that order.
Frequently asked questions
What does a cost estimator do, and how is it different from a QS?
A cost estimator prices the work before construction, mostly at a consultancy: take-off from drawings, looking up norms, applying rates. A quantity surveyor manages quantities and cost during and after construction, mostly at a contractor: measurement, interim payments, variations, the final account. The skill base is the same; the QS adds contracts and payment.
Do construction economics students need to learn Revit?
Not to build models yet. But you should be able to read a model and take off quantities from a Revit model, because works of grade II and above must now apply BIM under Decree 217/2026. Learn it after estimating is solid, around final year.
Should I learn estimating first or quantity surveying first?
Estimating first. Quantity surveying is estimating plus contracts, tendering and payment. Without solid take-off and estimating, the rest has no foundation.
What if I cannot find an estimating job straight after graduating?
Many graduates start in a site engineering role or supporting the planning department at a contractor, then move into QS after about a year. This route often produces better quantity surveyors, because they understand construction from the site rather than only from drawings.
Is English necessary?
For domestic positions, enough to read documents and software. For foreign-funded projects, you need to communicate, because FIDIC contracts and English are hiring conditions. That is also where QS pay is highest.
