About this course
Payment and final settlement decide the cash flow of every construction contract: slow or inaccurate dossiers leave contractors unpaid and employers unable to close their projects. The work demands a firm grasp of the legal framework, of each contract type and of how quantity and value schedules must be presented.
This five-session course by the RDSIC training centre of the Institute of Information Technology in Civil Engineering — Hanoi University of Civil Engineering (HUCE) goes straight into preparing employer-contractor (A-B) settlement dossiers. Lecturers who handle these files in real companies teach both the legal basis and the treatment of common variations.

- Navigate the legal documents governing payment and settlement of construction quantities.
- Distinguish lump-sum, fixed unit price, adjustable unit price and time-based contracts and how each is paid.
- Apply the rules on contract advances and interim payment principles.
- Prepare completed-quantity and value schedules for an A-B payment dossier.
- Handle payment for variation quantities outside the original contract scope.
- Adjust contract unit prices by the coefficient method and complete the settlement file.

Chapter 1: The legal corridor of payment and settlement
- The Construction Law 50/2014/QH13 and the Bidding Law: provisions that bear directly on payment
- Decree 63/2014/ND-CP detailing the implementation of bidding legislation
- Decision 788/QD-BXD of the Ministry of Construction on quantity measurement methods
- Decree 32/2015/ND-CP of the Government on construction investment cost management, which replaced Decree 112/2009/ND-CP
- Tracking document validity; teaching content is cross-checked against the regulations in force at class time
Chapter 2: Core concepts of contracts and payment dossiers
- Construction contracts and the mandatory principles when signing
- Contract price classification under bidding law; rules on contract advances
- Payment principles for each type: lump-sum, fixed unit price, adjustable unit price and time-based contracts
- The sequence for paying variation quantities beyond the original scope
- Contract settlement: establishing the final amount the employer owes once all work is complete, and the contractor's duty to prepare a dossier matching the signed contract and price type
Chapter 3: Hands-on settlement dossier with coefficient-based price adjustment
- Drafting a completed-works settlement dossier consistent with the signed contract and price form
- Step-by-step calculation of contract price adjustment by coefficients, demonstrated on real figures in class
Learning format
Five evening sessions taught in class in Hanoi, with Ho Chi Minh City intakes by schedule. Students are encouraged to bring cases from their own projects and to practise building quantity and value schedules on a real contract file together with the lecturer.

Certificate of completion

Deferral policy
- In-person courses: deferral of up to one year from the date the centre confirms it.
