Most beginners approach learning construction cost estimating the same way: download a piece of software, open a tutorial video, click along. Two weeks later they can enter work items and produce a cost summary sheet, but they cannot answer the simplest question a reviewer asks: "where did this quantity come from?" And that is where most of them stop.
This article takes the opposite order — the order our lecturers use to teach people starting from zero: drawings first, norms and unit prices second, software last. It comes with a 6-week roadmap, a table of the legal documents updated for the framework that took effect on 1 July 2026, and an honest line between what you can teach yourself and what you cannot.
What cost estimating actually does on a real project
A construction cost estimate determines the money needed to build a project before it is built: how much this building costs, and where that money goes. The answer is built from three layers:
- Quantities: how many m³ of concrete, how many kg of rebar, how many m² of plaster — measured off the design drawings.
- Unit rates: how much material, labour and plant each unit of that work consumes — read from the norms, multiplied by prices for that time and province.
- Other costs: indirect costs, taxable income allowance, VAT, contingency — applied as percentages set by regulation.
On a project, the estimate is prepared at design stage, reviewed and approved before tendering, then becomes the basis for comparing bids, signing the contract and settling payments. That is why estimators sit on all three sides: the design consultant (who prepares it), the client or reviewing body (who checks it), and the contractor (who re-measures it to bid and to claim payment). On the contractor's side, this role is usually called a QS engineer. An estimate is not the same thing as a bid, and Cost estimate versus tender price sets the two side by side.
The output of an estimator is not "a number". It is a set of documents: the quantity schedule with its derivations, the detailed estimate, the material analysis, the price schedules for materials, labour and plant, and the cost summary. Every figure in there must be traceable back to a drawing or a regulation. That is what separates an estimator from someone who can merely operate the software.
Three foundations you need first: drawings, norms, unit prices
Reading drawings
If you cannot read the drawings you cannot measure the quantities, and if you cannot measure the quantities nothing downstream means anything. An estimator needs to read architectural drawings (plans, elevations, sections, construction details) and structural drawings (foundations, columns, beams, slabs, rebar schedules) well enough to understand how each element is actually built. Basic reading of the MEP drawings is enough for the first stage.
If you are a civil engineering student or engineer you already have this — you only need a refresher. Norms
Cost norms tell you how much material, labour and plant is consumed to produce one unit of work (for example 1 m³ of column concrete). The set in force is the one issued with Circular 38/2026/TT-BXD, effective 1 July 2026. It replaces the entire previous norm set: Circulars 12/2021/TT-BXD, 09/2024/TT-BXD and 08/2025/TT-BXD, together with Article 2 of Circular 60/2025/TT-BXD. The new set runs to eight annexes, covering survey, construction, building services installation, plant and process equipment installation, specialist testing, repair and maintenance, material consumption, and the norms for project management and consultancy costs. The method for establishing norms is separate, and follows Circular 37/2026/TT-BXD.
A beginner does not need to memorise norms. You need to understand the code structure, know how to find the right code for a work item, and know what to do when an item on the drawing has no matching code — that last point is where most self-taught learners get stuck.
Unit prices and the cost-management framework
Norms give you consumption; the prices of materials, labour and plant come from provincial price announcements, manufacturer quotations and other sources permitted by regulation. How costs are determined and managed, and how an estimate is structured, are set at decree and circular level — and this is the part that has just changed substantially.

What this means in practice: any textbook, video or course written against Decree 10/2021 and Circular 11/2021 is out of date on the regulatory side from July 2026. The structure of the cost summary, the treatment of indirect costs and the sourcing of prices all have to be re-checked against Circular 36/2026. When choosing study material, check this first.
The 6-week cost estimating roadmap: what to study each week
The roadmap below assumes about 10–12 hours a week of serious study and a basic ability to read drawings. Add one week at the front if you come from another field.

Three rules that go with the roadmap:
- One real project, from start to finish. Do not study through a series of unrelated exercises. Take one complete drawing set — a student project, a set from your office, or the practice set from the class — and produce the entire estimate for it.
- Software enters in week 3, not earlier. Measure by hand in Excel for the first two weeks. Once you understand what you are measuring, the software is simply an accelerator; done the other way round, it hides your mistakes.
- Somebody checks your work every week. Estimating has no printed answer key. A mistake in week 2 that nobody catches becomes a wrong total in week 5.

Can you teach yourself, and where you need a mentor
Partly. Here is the line our lecturers draw after teaching many people who had studied on their own before joining a class.
You can teach yourself:
- The regulatory framework and the anatomy of an estimate — reading the circulars and the sample appendices will get you there.
- Software operation: entering items, finding codes, applying prices, exporting sheets. The estimating packages used in Vietnam (G8, F1, Eta, GXD, ADTPro and others) all have free guides and follow the same logic.
Very hard to teach yourself:
- Making sense of the whole thicket of regulation, and knowing the right order of steps. This decides more than anything else whether you produce a sound estimate. The rules on estimating are many, scattered across decrees, circulars and annexes, overlapping one another and replaced constantly — four documents changed at once in July 2026. Read them alone, one at a time, and you end up knowing plenty of clauses while never seeing the whole picture; on a real job that means not knowing where to start, what comes first and what comes after. An experienced teacher reorders that body of knowledge to follow the actual sequence of work and shows which document governs which step. Once you hold the sequence, a new document is simply something you slot into the place it belongs.
- Measuring correctly. Nobody tells you that you missed a length of beam, forgot to deduct an opening, or measured rebar in a way no one will accept at payment.
- Choosing the norm code for an ambiguous item. One item on a drawing can map to three different codes depending on interpretation, and special items have no code at all. This is where you need someone who has done it for real.
- Knowing whether your result is plausible. An experienced estimator looks at the cost per m² of floor area and immediately sees where the estimate is off. A beginner has no reference point.
Put another way: self-study takes you to "I can produce a sheet"; a mentor takes you to "the sheet is right and I can defend it in review". The gap between those two is what employers pay for.
Mistakes that make beginners quit after two weeks
Starting from the software. Said above, but worth repeating because it is the most common mistake. The symptom: you operate quickly but cannot explain why an item uses that particular code.
Studying from outdated material. A great deal of material still teaches Decree 10/2021 and Circular 11/2021. You finish, produce a cost summary in the old format, and it comes straight back at the first review. Check the issue date of anything before you study it.
No one to correct your work. Self-taught learners usually give up not because the subject is hard, but because they cannot tell whether they are right, so they never feel progress.
Buying a licence too early. Study on a trial version or the version provided by the class. Once you are employed, your company decides which package you use.
How long it takes, and where to begin
For someone with a technical background, six weeks on the roadmap above — or a 13-session course with real practice — is enough to produce an estimate for an ordinary building and apply for a junior estimator position. Becoming genuinely proficient — handling infrastructure projects, dealing with variations, defending your figures in review — takes another 6–12 months on the job.
As for where to begin: a complete set of drawings and a pen. The software, the regulations and the prices come later, and they come at the right time.

Can I learn cost estimating without a construction degree?
Yes, and many of our students come from accounting, economics and management. The condition is that you learn to read drawings first, seriously — one to two weeks, or a 6-session course.
Which estimating software should I learn?
Any of them while you are studying: the logic is identical — enter items, look up norms, apply prices, summarise. Once employed, use whatever your company uses. Do not choose a school because of the software it teaches.
Is online cost estimating training effective?
Yes, because the work is done on a computer and exercises can be submitted and corrected remotely. What matters is that the class uses real exercises and that someone corrects each one, not the delivery format.
What changed for learners with the framework effective 1 July 2026?
All three layers changed at once. The structure and methods of cost determination follow Decree 206/2026 and Circular 36/2026. The method for establishing norms follows Circular 37/2026. And the norm set itself was replaced by Circular 38/2026, retiring the Circular 12/2021 and 09/2024 set used for years. Anyone studying after July 2026 should learn the new documents directly.
